Update: 48 hours on Vultr SG. Evening CPU is fine, no contention I can measure. Static sites serving from Osaka with 64ms TTFB, API responses under 120ms total. Very happy. Will keep this box. Thanks again everyone, especially hankels and LichunLars for the data.

What about AWS Lightsail SG? $3.50/512MB, $5/1GB. AWS network, should be clean.

Lightsail SG is $5/1GB, same as Linode used to be. AWS network is excellent but you get 1TB transfer and slower CPU than Vultr. Also their "Singapore" is actually AWS ap-southeast-1, which is real Singapore, but pricing is less competitive. Fine option, just not best value here.
