Forget it on NAT. Every blacklist under the sun flags CGNAT ranges. I have seen it with Vultr NAT plans, delivery rate under 30 percent even to Gmail. You need clean dedicated IP minimum, and preferably warm it slowly.
Former abuse desk perspective: Leaseweb actually has decent IP reputation management, they respond to tickets. The real problem is customers who never check their ASN reputation until Stripe blocks them. Sign up for free tier at URLvoid or similar, check monthly, stop panicking.

Rotterdam checking in. The Wireguard-through-NAT setup is textbook hole punching, works because both sides initiate. What I do not get is why €30 for one forwarded port at Leaseweb. Their Amsterdam cloud instances start at €5 with public IPv4, proxy your API call through that instead?

Tried that first! Leaseweb cloud is monthly contract minimum, their forwarded port is hourly. For one API call every 4 hours I needed always-on. €30 was the cheapest always-on with public IP I could find from them. Their pricing tiers make no sense below dedicated tier.
Paris here. Hetzner has no datacenter in France so my latency to Falkenstein is acceptable but not great. For banking APIs latency matters less but for anything real-time this is annoying. OVH has Paris presence but their NAT plans are worse, only 10 ports.
Toulouse, and I have tried both. OVH NAT is €3.50 but the control panel is a disaster and port allocation takes hours. Hetzner is instant via API. For €0.50 more I know which I pick.
Been running similar stack in Vienna. My bank is Erste Group and they do not block CGNAT ranges, interesting that yours does. Which bank if I may ask, or is that too specific?

Rather not say publicly but it is a French neobank with very aggressive fraud rules. Heard similar complaints about N26 business accounts from German friends on shared IPs.
Osaka here, my InterServer NAT plan is $3 and I run Minecraft through it with no issues. Port forwarding was simple. But Japan banking is different, we still use fax for half of business so API blocking is not a problem we have (´・ω・｀)

Chicago. The real story here is IPv4 exhaustion making this conversation necessary at all. My employer pays $45/month per IPv4 on AWS now. €4 with shared IP starts looking sane when you frame it that way.
