This. The policy shifted after the 2021 MIIT notice on domain name management. My upstream at 6939 saw query patterns change in real time. CNNIC whois rate limits tightened by an order of magnitude.
Your shell company worked because the partner was grandfathered, not because the structure was valid. The ASN path matters more now.

I host for a guy who did this exact thing in 2021. Croatian company, wanted .cn for some manufacturing connection. He found a registrar in Malaysia that handled the ICP proxy, cost him about 200 euro setup plus yearly.
Tried to find the same registrar last month for another client. Gone. Website redirects to a vape shop now.
The whole middleman layer is evaporating.
Which one? I'm in KL and I've done .cn registrations for clients, but always through CNNIC accredited partners with proper ICP. The "proxy" ones mostly disappeared after 2022.
The legitimate path: Malaysian company with Chinese subsidiary, or Malaysian company with Chinese business license. Not cheap. Not fast. But it works.
I can name actual accredited partners if anyone wants. No shell games.
Okay so summary so far: my Wyoming LLC is useless, my nephew's Hetzner account is useless, Dell was useless, and I need either a Chinese company or a friend in China who already has one.
The site is just WordPress with WooCommerce. The 16GB is because my nephew said "future proofing."

I have 14 VPS and 3 of them run nothing but parked domains I thought I'd need. .cn was one of them. Gave up in 2022, went with .com redirected through a cheap Singapore host for Asia latency.
Total cost: $18/year for the domain, $6/month for the SG VPS. Way less than the ICP headache.
Your Beijing distributor doesn't care about the TLD. They care about the site loading.

Your nephew is not wrong about Hetzner being wrong for this. Hetzner has no POP in Asia. If your users are in Beijing, your packets go Falkenstein or Singapore, then whatever path to China. The .cn is the least of your latency problems.
Get a .com. Host in Singapore if you must. Move on.
