Brussels here. This is my wheelhouse. Most VPS providers under €50/month have never seen a DPA request. Their "GDPR compliance" is a checkbox on the order form.
I use Hetzner for personal, OVHcloud for clients who need the paperwork. OVHcloud actually has a DPA process. Takes two weeks, but it exists. The others just redirect you to their privacy policy.
Two weeks is better than never. I'll try them next time a client asks. Currently I just self-attest and hope, which is not great practice.

Included for public cloud and dedicated. For their cheap VPS line I think they make you upgrade to "professional" support tier first. Sneaky but standard.
The real cost is your time filling out their questionnaire.
Tallinn here. E-residency country, lots of small tech companies. We have a local provider called Zone.ee that's decent for shared hosting but their VPS pricing is a joke.
I use Hetzner for everything serious. The 20% discount SingaporeRep mentioned - I got it by mentioning I was considering moving from a competitor. Took 6 hours for reply but worth it.
Hetzner's sales is slow but they do respond. I've found mentioning "annual prepay" in the first message speeds things up. They like committed revenue.
Their Helsinki location is newer, sometimes they discount it more aggressively to fill capacity. Worth asking specifically about Helsinki if your latency allows.

From Stockholm, Helsinki is 11ms. But Hetzner's Helsinki network is less peered than Falkenstein. I get worse routes to Frankfurt from Helsinki than from Falkenstein despite the geography.
For EU-wide audience, Falkenstein or Nuremberg still win. Helsinki is for Finland-specific or if you need the newer hardware generation.

São Paulo here. The Brazil tax situation makes most international VPS providers painful. IOF on foreign transactions, plus the Real's volatility.
I use Hostinger's São Paulo location for client sites. The performance is whatever but at least I pay in Reais through their local processor. No forex surprise.
Tried negotiating once. They offered 3 months free on annual plan. Not great but something. https://www.hostinger.com

Buenos Aires here. Same problem, worse currency. I use Hostinger too for the local payment option. Also CloudCone's LA location for personal stuff, paid with crypto earned from... activities.
The Argentina peso situation makes long-term prepay insane. I pay monthly even when annual is cheaper, because who knows what the exchange rate does.

My friend! Same in Turkey. Lira goes down, crypto is... also volatile but different volatile. I use Binance Pay where accepted.
HostHatch takes crypto direct, no Binance needed. Very nice for us in countries with currency problems.
Yes! I am also Istanbul cheap VPS hunter. HostHatch, RackNerd sometimes, CloudCone no. I have list of who takes crypto, who negotiates, who has good Turkey routing.
HostHatch Stockholm to Turkey: 55ms. Their Amsterdam: 48ms. Not amazing but stable. Better than OVHcloud's London route at 62ms with packet loss during busy times.
