What about BuyVM? They have a Luxembourg location and Fran has said publicly they do not care about legal content. "If it is legal in Luxembourg and does not get us in trouble, host it." I have seen the IRC log.
They are out of stock on everything always though.

BuyVM Luxembourg is not magic. Luxembourg has strict copyright enforcement and participates in EU-wide takedowns. The "Fran said" IRC log is from 2021, before two policy updates.
I would not rely on IRC logs for legal decisions.
With 22 days you do not have time to wait for BuyVM. Set up on GreenCloudVPS now, keep researching, migrate again later if needed. Better to move twice than to miss your window and have Contabo suspend you.

This thread keeps saying DMCA-ignore but DMCA is US law. If you are non-US preferred as stated, you want a host that ignores US DMCA and responds only to local court orders. That is different.
GreenCloudVPS is Singapore company with US datacenters. Which law applies? Their terms say "governed by Singapore law" but their LA datacenter puts you in US jurisdiction physically.
Pick the datacenter carefully, not just the company.
