I resell Contabo in small quantities. Have had three prorated refunds approved this year, all on VPS, all annual prepay like haroldgsm. Average response time 5 days. The key is citing the PDF ToS specifically, not the HTML version. They seem trained to escalate only when you know the magic words.
Contabo billed me full month after 2 hours—anyone get prorated refund?

In Mexico I use Vultr for everything, never asked for a refund because my instances last months. But this info is useful, thanks pieter_rtm for the comparison table.

Different network, different upstreams. Mumbai is Airtel and Tata. Harold's issue was likely St. Louis or New York, both Cogent-heavy. Rotterdam to Nuremberg is clean for me, 12ms. Your mileage will vary by eyeball network.
