In Lima we do not have many options. I use AWS Lightsail because at least when they have issues, their status page eventually turns yellow. It might take 45 minutes but it happens. The "eventually honest" bar is low and most do not clear it.

I'm in Lima. RackNerd Dallas is my best option price-wise but the latency to South America is worse than BuyVM's Miami. Not RackNerd's fault, just geography. The "same playbook" complaints though, those I share. Ticket response time is identical to every budget host I've used.

I looked at ARM servers for my colo in Lima and gave up. Import duties on anything from SolidRun or Ampere make it 40% more expensive than the sticker. Ended up with used Threadripper from a miner liquidation. Not ARM but the power bill is still okay.
