Oslo is probably fine. Their VPS locations match known datacenters. The problem is specifically colo in LA where they got greedy.
Still, I moved my Singapore VPS to Linode last night. Not taking chances.
In France this would be illegal under Loi pour la confiance dans l'économie numérique. You cannot claim "datacenter" without conformité to ARCEP standards for electrical and fire safety. The garage would be shut in a week.

We have similar under the Electricity Act here. But more relevant: did anyone check if the "20A circuit shared with house" even supports a 2U server under load? A pair of Xeons will trip that breaker fast. The "setup fee" was probably to buy a longer extension cord.
This is the real risk. Not just scam, but fire. Residential wiring, window AC, 24/7 server load. I have seen a garage fire in Reykjavik from exactly this, though that was bitcoin miners.

I had a ticket open with them about slow disk IO in London. They blamed "noisy neighbors." Now I think they might mean actual neighbors.
