We have seen this pattern as well. For the record: GeoIP manipulation violates our forum rules on provider accuracy. If anyone has documented evidence of a specific provider misrepresenting location, please send to mods.
Not naming names without proof. But the "Santiago" VPS market has more Miami than Santiago in some price tiers.
This is why I finally left the budget hunt. Spent more hours researching than the price difference was worth. Ended up just paying Vultr for the Sydney zone for my parents, not Chile but close enough for the streaming catalog they wanted. I used https://www.vultr.com/pricing/ to check the zones before deciding.
Sometimes "good enough now" beats "perfect next week." My sanity has a price.

Real talk: I keep a spreadsheet. Added a "actual location verified" column after getting burned by a "Frankfurt" that was actually Falkenstein. GeoIP + traceroute + looking glass, every time.
And I thought my Threadripper was excessive. Respect.
Anyway @srelet just meter it. 10Mbps throttle after 2TB is 3.6TB additional per month if you run it flat out. That's 8.6TB total. More than enough for your dad's football. The "unmetered" panic is overblown, 10Mbps is still 4K capable.

You are technically correct, which is the best kind, but have you met my dad? "It was fine last week" — no, it wasn't, he just didn't notice. The 10Mbps buffer is my error budget and I already know I'll spend it.
@MARIA3 thanks for the correction, appreciated. @svendeal $35 Vultr might be the honest option. I hate it but I hate explaining throttling more.
I run a proxy for my brother in Madrid from a London VPS. Same continent, different catalog. We just accepted the latency — 35ms, irrelevant for streaming.
Is there a reason you need specifically Chile vs. somewhere in South America with better provider options? Brazil has more competition. Argentina has decent local hosts. The IP geofence might be broader than you think.

This. I manage streaming access for a client in Madrid and the "Spain" catalog triggers on any EU IP from half the providers. The other half are strict to country. It's a dice roll based on which CDN node they hit and how the licensor wrote the contract.
Chile might be South-America-wide for some platforms, Chile-only for others. No way to know without testing.
Following this thread with interest — same problem but need Peru IP for in-laws. From what I'm reading the honest answer is "pay Vultr or accept the throttle," is that the consensus? No magic provider found?
