Warsaw. I run free tier only now. Oracle Cloud takes 2 minutes to provision, zero money. Sometimes the paid "budget" providers are worse than free.

20 years in this. "Instant" used to mean the panel spits out a root password. Now it means "our ticket system didn't break." Lower your expectations or raise your budget.

Rio. I tried RackNerd once, routing to Brazil was bad. Moved to Contabo Sao Paulo... wait, they don't have Sao Paulo. I use their US east and accept the ping. At least Contabo provision fast.
