I only know one shop that pitched sovereign cloud in LatAm and quietly ended up on InterServer within the year. Would love to hear if Ecuador broke the pattern.

The talent pool matters more than the flag on the datacenter
This is the real issue, Ecuador's engineering pipeline is thin and everyone knows it. If they want real sovereignty they need domestic talent, not a flag on a rack
I heard Contabo was in early talks for the backbone but that was before the last election cycle, no idea if that survived the transition
