Contabo's AMD inventory shifts around a lot in my experience. Worth pinging their sales directly rather than trusting the website configurator.
Hetzner I haven't used personally but heard their Ohio footprint is mostly Intel. Could be wrong, could be outdated.
Swiftnode at Microtronix is a name I didn't have. Ottoville's not exactly Columbus but it counts geographically I suppose.
OP probably has a workload that screams on Zen 3 and doesn't want to retune for different memory latency. Fair enough.

Microtronix has no datacenter in Ohio. Ottoville is a village with a population under 2,000. Their website says "Ohio region" but traceroute lands in Chicago or somewhere on Cogent.

But for OP: have you looked at OVHcloud? They have Vrack and some US east locations. Not Ohio specifically but latency might surprise you.
Also what workload actually needs 5950x specifically? Compile farm?
