We moved a client from Vultr to Hetzner last year. Same spec, half the price, but Vultr had better network to Asia. Depends where your 340k uniques come from. Our client's were 70% DE/NL/BE so Hetzner won.
If you do go Vultr, their VPS-4 is $24, about €22 — https://www.vultr.com/pricing/. You lose the German VAT simplicity.

Hetzner does not have Mumbai datacenter. Vultr does. For my users in India Vultr Mumbai is 40 ms, Hetzner Frankfurt is 140 ms. If your traffic is European, Hetzner is fine. If global, consider CDN. Cloudflare free tier plus origin in Falkenstein works for my setup.

This is big win sir! I do this on my Vultr and page weight drop 60%. Maybe you do not need CPX31, maybe CPX21 enough with good cache. My Vultr is $12 plan, 2 vCPU 2 GB, I use WP Rocket and it is okay for 50k.

I am on Leaseweb dedicated in Amsterdam for a Minecraft server community. €45 monthly, i3-9100, 32 GB RAM. Massive overkill for web but the price is real. For your €120 ceiling you could get their entry Xeon E3, but I agree with others: fix the swap first, then decide.
Also Leaseweb setup fee is €99 one-time. Factor that in.

Sorry, could not resist. On topic: I run 200k uniques on Hetzner CPX21 with OpenLiteSpeed and LSCache. RAM sits at 2.1 GB. Your 3.8 GB swap death is fixable without hardware. Profile the queries.
Following this thread. I am at similar crossroads with 800k uniques and considering Vultr bare metal in Madrid. €120 monthly, AMD EPYC. But maybe I should try caching first too.

Confirmed. I enabled Nginx FastCGI cache this afternoon and peak RAM dropped to 2.1 GB. Response time now 1.2 seconds worst case. Still not great but no more swap.
That kills it for me. I need monthly flexibility.
I think I will try CPX21 at €8.21 first, see if cache plus 4 GB is enough. If not, CPX31.
1.2 seconds with cache enabled tells me your origin is still choking on uncached hits. What is your hit ratio? Below 80% and you are just treating symptoms.
Actually correct decision. Actually CPX21 has 4 GB and 2 vCPU AMD. Actually enough for cached workload. Actually you can always resize to CPX31 in ten minutes if needed. Actually this is why cloud wins over dedicated for variable load. Actually I said dedicated was overkill already.
