I found a listing on Alibaba for 4U 24-bay chassis at $178 with shipping to EU. The seller is in Shenzhen, responds slowly but ships DDP.
I bought two for my lab in Osaka last year. Build quality is acceptable, backplane is SAS2, no expander. Rails included but thin.
I can share seller contact if helpful. No IPv6 on management, I may be wrong but this seems normal for bare hardware.

YABS on my $3 HostHatch VPS:
- CPU: Intel Xeon E5-2680v4 @ 2.40GHz — 1-core: 1034
- Disk: 489.34 MB/s
- Network: 1.2 Gbps
Beats your $200 chassis with zero drives
My €10 Leaseweb storage box gets 890 MB/s sequential, costs less than your empty case + shipping
