I ran mtr from my Vultr Tokyo instance to your IP range. 48ms average, 2ms jitter. Not bad for budget transit. The Singapore-Tokyo path goes via NTT, which is consistent. Your 45ms claim holds up, but I'd still want to see under load with 12 players active.

Thank you for checking. Under load with 12 players I see 51ms to Tokyo, 94ms to Sydney. The jitter stays low, which matters more than absolute latency for GoldSrc. I should have mentioned that in the first post.
Steampipe, unfortunately. I restart it weekly via cron. Not elegant, but 180MB climbs to 240MB by day six. On 256MB that's dangerous.

Sure, but at what power? My Ampere Altra Max at home pulls 120W for 128 cores. Per-core efficiency destroys x86. The HLDS alignment issue is real though, I spent a weekend in gdb. Box86 helps but the syscall translation overhead kills latency for real-time games. CS:GO on Source 2 will be different story.

I do the same with my TeamSpeak 3 on a 128MB BuyVM slice in Luxembourg. Memory leaks are the bane of cheap hosting. At least hlds_linux doesn't need Java.

Closest is maybe Frankfurt?
From Lyon I get 45ms to Frankfurt, 65ms to Istanbul via Frankfurt-Bucharest. Not terrible. But for your Turkish players, a Frankfurt VPS would be 40-50ms better than USA. HostHatch has no Frankfurt though. Leaseweb has Amsterdam and Frankfurt, but their price start at 30 EUR. Too much for hobby. I use Hetzner for my association, 4.51 EUR for CX11 in Falkenstein.
