OVH in France is fine but their Singapore location is bare metal only, not VPS. I looked last month. The "VPS" link redirects to French stock.
For EU peering from Paris, Hetzner Falkenstein is 15ms, no issue. The SEA question is harder. Maybe admin needs two origins? EU on Hetzner, SEA on something else?
Two origins complicates cache. Better one origin, multiple CDN pops. Bunny.net has Singapore, Jakarta, Hong Kong. That's SEA covered.
For sub-$20 origin: Hetzner CX11 at EUR 4.51 + Bunny at ~$0.01/GB. 12TB = $120. Not sub-$20 total.
The math doesn't work. Admin's budget needs reality check.

Maybe admin can P2P? WebTorrent or IPFS for archive? No server cost for bandwidth then, only seeding. But 200 concurrent, maybe not work.
P2P for 200 concurrent is fantasy. Half viewers are mobile, half behind NAT, nothing connects.
Back to real: has anyone used Scaleway Stardust? EUR 0.002/hour, bandwidth billed separately. At 12TB maybe expensive, but no suspension risk, you just pay.
Not sub-$20 though. I think the honest thread conclusion is "impossible at stated price."

Contabo. I know, I know. But their VPS S SSD is EUR 4.99, 32TB traffic listed. I ran 14TB for three months, no suspension. German location.
The catch: 100 Mbps port, so 200 concurrent 720p might buffer. You need to test. But for raw TB-per-dollar, hard to beat.
SEA peering from Germany is not great though. CDN still required.
Contabo's 100 Mbps is guarantee, not limit. I see 400+ Mbps burst sometimes. But their routing to SEA goes through DE-CIX then whatever, 300ms+ to Singapore in my tests.
For EU viewers only, Contabo works. For SEA, no. Admin needs SEA.

My friend, I check for you. In Turkey we have Turhost, but bandwidth expensive. For EU-SEA, maybe host in Turkey? Not good, I know.
Better: Hetzner Finland https://www.hetzner.com/cloud + Bunny.net. Finland same price as Germany, sometimes better routing to Asia. I test from Izmir to Helsinki, 90ms. To Falkenstein, 60ms. Small difference.
I think no magic solution. You pay or you suffer.
Drop Bunny, use Cloudflare R2 for origin storage + Cloudflare CDN. R2 has no egress fees. You pay for requests and storage only.
Catch: R2 + CDN for video is gray area. But if you keep it low profile, many do it. I wouldn't, but it's the cheapest theoretical.
Hetzner CX21 as origin, R2 as cache/backup. Still need CDN layer though. R2 isn't a CDN.
Cloudflare will catch you. They have video product now, Stream. They want that money.
For sustainable, I run 8TB/month on Hetzner CPX21 (EUR 8.21) with KeyCDN in front. KeyCDN is pay-as-you-go, cheaper than Bunny for my mix, ~$35 at 8TB. 12TB would be ~$52.
KeyCDN has Singapore pop. Peering to India from Singapore is bad though, my users complain. Pakistan okay.
