How long is the Vultr ticket queue though

Bluehost throttling is legendary. I moved a client to Cloudways DO droplet, same effective price, 10x the actual resources. But Cloudways is middleman pricing, not true budget.

I've had refunds hit in 2 days from Hetzner, not 5-7

Do you just email support or is there like a special form? Also is this for any registrar or only the big ones? I only have like 8 domains so maybe too small?
