The upstream dont care. Contabo did same to me on a €4/mo VPS. Had to pay €5 extra for "mail enable". A lot of hosts do this now. Definitely check if Hetzner has a paid unblock. Im on Vultr now, $3/mo, port 25 works but they receive complaints fast.

I ran some quick tests from my home connection in Manchester. TREX anycast gave me 3.8ms overhead to a v4-only target, Vultr's resolvers 4.2ms. Within margin. Both solid. The real difference is TREX publishes their PoP list and Vultr doesn't, so harder...
