Chen here. I use Hostinger for domain + VPS bundle in Singapore. The domain renewal is $9.99 still, but I am on "Business" plan. Maybe the $39.99 is for single domain without bundle? Their pricing is so fragmented I cannot follow — https://www.hostinger.com.

I do not recommend Hostinger for domain...
