I use Visualping on a few pages. Free tier is 65 checks/month. Enough for 2-3 hosts if you are selective.
Visualping caught a DigitalOcean sale for me last year. Took about 20 minutes to notify.
20 minutes is still slow for the really good stuff.
What is the really good stuff? Hetzner auction? OVH flash?
OVH flash is a myth. I have never seen one in stock.

Setup fee waivers are the easiest to catch. RSS works fine for those.
