Look at this you can get 4tb on bytearray for 7 bucks a month why would anyone buy drives and pay electricity and deal with hardware failure when you can just rent it
My home nas is a raspberry pi with two usb drives and its loud and slow and the drives are already clicking
The cloud has raid and backups and you dont even have to think about it

RFC 1149 specifies avian carriers with QoS constraints. Your "cloud" has no ASN, no prefix, no path diversity.
AS64512 here. Home NAS on 10G fiber with two upstreams. Your 4TB at 7 USD assumes:
- unlimited egress (it is not, read TOS)
- no bandwidth cap (there is, always)
- provider does not depeer (they do)

Is very simple actually, you use the storage vps for backup and the nas for the plex jaja.
In my country the electricity is very expensive so the nas is very expensive to run all day. But the plex needs the local network for the family.
The cloud is very good for the backup but very bad for the streaming. You understand brother!

If you want storage only, cloud ok. If you want plex, cloud bad. Latency what kills. 4k stream from another country? Not good.
In my country bandwidth cheap, electricity cheap. Nas makes sense. Your country maybe different. No universal answer. )))))
Bytearray good for backup target. Not good for active use. Simple.

I think you need to make a server up for your use case, brother. For me, I have NAS at home for the Plex and the photos, and I use RackNerd storage VPS (https://www.racknerd.com) for the backup of the important things. Two copies, you know? If one fails, I have the other.
The price of electricity in Spain is very high now, so I turn off the NAS in the night and the backup runs to the cloud. Best of both worlds, I think. Regards.

If I put all my photos on a storage vps and the company goes out of business do I lose everything? I have a small business and I dont want to break things

The clicking drives are a you problem, not a NAS problem.
