The crypto washing angle is real though. These shops love Monero, expire accounts after 30 days, incorporate in Seychelles or nowhere. I tracked one "provider" through three name changes in two years. Same WHOIS privacy, same Stripe test mode page that never actually charges cards. They're not selling IPs, they're selling plausible deniability.

What about the ISP business plans? My cousin in Germany has a Deutsche Telekom "Zuhause Plus Business" with static IP for €60. That's residential ASN, static, no CGNAT. Not a VPS but closer to legit than anything in this thread.

In Poland Orange has "Orange Biznes Fibre" similar. 250 PLN, static IP, no port blocking. But it is still consumer line with business label. Good for self-hosting, useless if you need 24/7 uptime SLA.
The gap between "home broadband with static" and "actual ISP leased line" is €400/month in EU. That is where all these scams live.

GreenCloudVPS is fine for normal VPS. They have Amsterdam, Tokyo, the normal datacenters. The "residential" thing olya found was a different scam using similar name. Confusing but not same company.
I use their storage VPS in LA for backups. $15/year. Works.
Important correction, thank you. The "GreenCloudVPS Residential" I found was not affiliated with GreenCloudVPS proper. Apologies for ambiguity. The real company sells normal VPS. The scammers borrowed the name for credibility.
Should have been clearer. The botnet-with-billing operation is separate.
