What about using the building's existing earth terminal in the breaker panel? In my country every flat has one at the distribution board. Run 4mm² from there to rack.
Or is JP wiring different?
JP apartments: panel is landlord side, sealed. Tenant side starts at breaker outputs. No access to earth bar without breaking seal, which is same problem as rod install.
