Turkish providers are the same. Natro, Turhost, no negotiation culture. But international providers often geo-block our cards or flag Turkish signups for manual review, so the rotation game is harder here anyway.

For $340 you could get dedicated server from Hetzner AX42 or Contabo XL. Why rotate VPS when dedicated gives you 12 months same price no tricks? I post deals every week and dedicated always beats VPS at that spend level.
Hetzner's enforcement is primarily automated via IBAN and credit card fingerprinting. They also cross-reference company registration numbers for business accounts. Individual consumers have more leeway until payment method overlap triggers review.
I ran the numbers on this for my own setup. If your migration takes 4 hours and you value your time at $75/hour, a 50% savings on $110/month needs to run 14 months before the migration cost pays for itself. You're rotating faster than breakeven.

The real race-to-bottom is providers pretending $5/month is sustainable while overcommitting hardware. Rotation is symptom, not cause.
Does Hetzner actually terminate or just deny the promo code
Deny promo, flag account for manual billing review. Termination is rare and usually follows pattern of chargebacks or actual ToS violations like mining.
I tested the "save team" approach with Linode last November. Emailed support at month 11 saying I was considering migration. They offered 20% off for 6 months, no contract. Took 48 hours. Worth trying before you build new automation.
