Oracle free tier is not a host, it is a lottery. I know three people who woke up to terminated accounts.
I use Netcup and Hetzner. German companies, German laws, my data stays in EU. This matters now.

I use Leaseweb for work, TransIP for personal. Both Dutch, both fine. 4 hosts total in five years.
