I had this with a different provider years back. The "fraud check" is really a payment processor hold, not the host's own security team. Hostinger uses third-party risk scoring. If your card bin looks odd to their processor, you sit in a queue until a human releases it. Nothing to do with your actual history with Hostinger.
The status page showing green is because their API-to-provision pipeline is separate from their payment-to-approve pipeline. Classic microservice left hand not talking to right hand.

I have timestamps. Hour 3: "please wait". Hour 8: "escalated to senior team".
In France we have "droit de retractation" for online purchase. 14 days. But for server, if they not deliver in promised time, is different? I don't know. But the "instant" is lie, this is sure.
I check their Paris datacenter. My ping from Lyon is 12ms, not bad. But if I need wait 14 hours for "instant", I go to OVH instead. They French, they slow too, but at least honest about it 😅

OVH honest? That's a new one. Their "instant" is 2 minutes then 6 hours of network issues.
But back to Hostinger: their .io prices are $40-60 renewal. I backorder at porkbun for $35. Hostinger domain + VPS bundle is a trap. You think you save, you pay later.
The fraud check thing is real though. Happened to me on Namecheap too, 4 hours. Escalated on Twitter, fixed in 30. Pattern is: cheap hosts use cheap support, public shame is premium support.

In Morocco we have same issue with international payment. "Fraud check" is often just "your country is on a list". I use Wise now for VPS, less flagging. But Hostinger took my dirham card for 2 years then suddenly flagged? Makes no sense.
I mirror my mirrors but I also mirror my providers now. Two VPS, different companies, failover with keepalived. Hostinger is secondary since this thread. Primary is Hetzner, no fraud check ever, setup in 90 seconds.

Hetzner is good but their Tokyo routing is bad for me. I tried Hostinger Singapore datacenter, "instant" was 3 hours. Not 14, but still not instant.
My electricity bill is already war crime, I don't need hosting stress too. Now I just use Japanese provider (ConoHa) for JP workloads, accept higher price for actual service. The "cheap VPS" hunt costs more in time than money saved.

Has anyone actually measured if the fraud check correlates with payment method?
Adding column to my sheet. So far:
- uma: card, 2 years history, 14h
- lucgone: unknown, 9h
- svendeal: unknown, 16h
- Lite14: unknown, 11h, IP not assigned until billing email
Need more data. But my guess is it's not payment method, it's random sampling plus queue depth. The "fraud check" is a load balancer for their understaffed manual review.
