Toronto here, also got the warning last month. Hetzner Ashburn DC.
I moved some cron jobs to a Contabo VPS I had lying around. Not as nice network but warning stopped. Their "fair usage" seems to actually mean something at Hetzner, unlike Contabo where you can hammer it forever and they don't care.
Same vague mail here. Third time now. Always clears after a day or two of me doing nothing. Makes no sense.
This is interesting. Maybe their window is shorter than we think? Like 24h average rather than instant?
I logged CPU every 5 minutes last time I got warning. Highest 15min load was 4.2 on 4-core, so 105% equivalent. But only for maybe 2 hours. Warning stayed 3 days.
Load average 4.2 is not 105% CPU, is different thing! Load 4.0 on 4-core can be 100% or 25% with waiting. Please not confuse people.
My plex server load often 3.0+ but CPU 30%, because disk wait. No warning ever.
Has anyone actually been suspended from this, or just warned? That's the real question. Warnings with no action are annoying but not critical.
I've had three warnings over 18 months, never suspended. CX21 in Nuremberg.

That's what I'm trying to find out before it happens to me. Running client sites, can't afford surprise suspension.
Good catch, I should measure CPU% directly not load. Will set up proper monitoring this week.
Still no useful reply from my ticket. Day 4 now.
Following this thread. Just got my first warning today, CPX31 in Falkenstein. Will watch and report if anything happens or clears.
Running standard LAMP stack, nothing exotic. Traffic maybe 2000 visitors/day. If that's "fair usage" then their threshold is very low.
