I had the same group split on 9004 and my fix was binding the root port to vfio-pci too. Then pass both. My QEMU line:

-device vfio-pci,host=0000:40:00.0 -device vfio-pci,host=0000:41:00.0

Following this thread. We are in similar situation with Hetzner and Netcup, both EUR, both German. Tier discussion is same. We decided to stay at tier II and not promise III. Lost one customer, kept others. Sleep improved.
