Base clock and single-core turbo, that's where. 2697v4 bins better so it holds boost longer before thermals clamp it.
I did this exact swap in a InterServer box last year. Real world? Compile times dropped maybe 4%, which is inside the noise of disk contention. The thing I actually noticed was IPMI sensor drift, new CPU needed a BMC power cycle to read TjMax right.
$80 isn't the cost, it's $80 plus your afternoon plus the risk. If you're doing it for fun, fine. If you're doing it for speed, spend the money on faster memory instead, that actually moves the needle

Base clock bump, not turbo. The 2697v4 just guarantees the extra 200MHz at the bottom, not the top. So under full load they're basically the same silicon lottery ticket.
