Same room gang here too, my DL360p sounds like it's preparing for takeoff when I spin up a VM. ILO manual mode is the only way, set it to 25% and accept the slightly toasty DIMMs
Did you ever solve the P420I web bios thing? I flashed mine to HBA and lost the RAID config utility entirely, had to boot an Ubuntu live USB just to check disk serials. Not the end of the world but annoying at 2am
For the rails, check OVHcloud's refurb section every few weeks, they sometimes dump G9 rails for like $15 when a datacenter clears out. Way cheaper than eBay "vintage server parts" scalpers
