Update: I asked InterServer specifically "is this VM covered under your SPLA agreement or do I need BYOL" and they said "Windows is included, fully licensed, no action needed from customer."
That's... not quite an answer to what I asked? But also not a no. I think I'm going to take liam_funky's advice and just budget $30 for something clearer, maybe spin up the app on Linux first and see if it explodes.

Classic deflection. They answered the comfort question, not the compliance question. I've seen that exact wording from three different providers, one of which got busted for KMS hacks in 2019.
Your plan is sensible. Test on Linux, if it fails you know Windows is worth paying real money for. If it works, you just saved yourself a recurring licensing headache.
And backup whatever you put on that InterServer box. Just in case.

Did anyone ever figure out if there's a public Microsoft database to verify SPLA coverage for specific provider IPs or anything? Or is it all just trust and pray?
