Industrial HMI. Vendor certifies 2022 Standard only, no IoT, no Pro. They check OS version at launch. I asked.
The 23 processes: figured out 6 are VMware tools, 4 are .NET optimization background noise. Rest still unclear. Sysinternals Autoruns shows nothing I didn't already disable.

I keep a 2022 Standard baseline VM for IPv4 lease management software that won't die. Idle RAM after first boot, no roles: 1.1GB. After stripping: 890MB. Your 847MB is actually decent.
The mystery processes are probably Windows Update Medic, Delivery Optimization, and Telemetry. You can't fully remove them without breaking servicing. I tried.
Following this. I have a similar setup in Berlin for a Baader-Weinberg terminal emulator, same vendor lock-in pain.
One thing not mentioned: RDP UDP. Disable it. On 1GB with packet loss, the retransmission buffers eat RAM you don't have. Force TCP-only via GPO.

This. I see it on my boxes too, comes back after every cumulative update. Microsoft insists.
Late to thread but: has anyone tested RAM usage difference between 2022 Standard and 2022 Datacenter on identical SKU? I swear Datacenter boots lighter but can't prove it, sample size of two.

No. Same kernel, same base. You saw different patch levels or VMware tools versions. Don't spread this, someone will buy Datacenter licenses for 1GB boxes.
There it is. I have three clients in Montreal with this exact pathology. One pays Schneider, one pays Rockwell, one pays Siemens. All of them "certified" on 2019 or 2022, all of them run fine on properly licensed RDS with 2GB minimum. You're trying to save $4/month on RAM and spending hours on it.
