In São Paulo I use Locaweb for local mail and they handle reputation themselves, but for international delivery to Microsoft I had to set up SPF and DKIM or everything went to spam. Even with clean IP.
The delisting form at sender.office.com is in English only and they never replied to me in Portuguese, so if you're not comfortable with English maybe get help with that part. Took 5 days for my first request, 2 days for a follow-up when I had to re-verify after changing my PTR.

Tel Aviv perspective: getting IPv4 space at all is the bottleneck here. I had to justify a /29 to my upstream for three weeks, and they wanted to know my expected volume, subscriber count, opt-in process, everything. Ended up just using Mailgun.
The dumpster server is now a monitoring node. Sometimes the trash teaches you humility.
Same here on the Mailgun move. Self-hosted mail was fun for learning but I'm too old for 3 AM pages because someone's newsletter hit a spam trap and now my IP is in timeout.
Has anyone actually measured delivery rate differences between Hetzner's Falkenstein and Hillsboro DCs? I'm considering moving a mail relay to US-facing users and wondering if geographic IP reputation is a thing with Microsoft.
