It is my humble opinion that perhaps you have the correct analysis. I checked my quota file as readerkrakw suggested. -1. The steal time persists.
I have since migrated my DNS to a secondary server. The CloudCone instance remains for non-critical tasks. I accept the lesson.

I am looking at Hetzner now. Their VAT is annoying; their I/O is not.

Hetzner is not in the same price bracket. You are comparing a bicycle to a bus ticket. For $18/year you get what the market bears, and the market is a screaming match in a Los Angeles basement.
I have been on call for twenty years. The only provider that never paged me at 3am for their own failure is one I pay real money to. Draw your own conclusions.

This is the actual threat model discussion we are avoiding. If your seedbox is on a compromised neighbor node, your traffic is correlation-attributable. I automate my automations; I do not automate my opsec failures.
I am on OVHcloud (see above (the honesty (they have none)))). Their Kimsufi line is the same price tier with worse disk but you know the disk will be bad. Predictability has value. CloudCone's stealth upgrades are unpredictability wearing a gift bow.
