Dig interserver.net returns SERVFAIL for their NS records now. Check your resolver, some still have stale cache due to 86400s TTL. Propagation from their original registrar shows glue records removed 72 hours ago. Route via their upstream adds 40ms then times out at 185.x.x.0/24. Deadpool confirmed, not just rumor.
This is relevant if you process any personal data. Vultr's hidden setup fee is disclosed only in the final checkout step, not on the pricing page. I find this practice misleading. Hetzner appears to be the viable option among your three, though I would verify their DPA terms before deployment.

Ok my friends I cancel InterServer test. Now is Hetzner vs Vultr but Vultr with setup fee is €22 first year no good. Hetzner €54/year but no setup fee. I think I go Hetzner Falkenstein or Nuremberg, which better for VPN to Brazil?

Hetzner Falkenstein has better latency to Warsaw, I get 28ms from Krakow. Nuremberg maybe 5ms more. For Brazil both go through DE-CIX then submarine cable, difference is nothing.
For GDPR purposes Falkenstein and Nuremberg are equivalent, both German jurisdiction. Their DPA is standard and covers EU adequacy. I host there without issue.
I pay Hetzner €4.51 for 2GB CX11 in Falkenstein, uptime last 18 months 99.97% by my monitoring. Network to Belgium is stable, 12ms from Antwerp. Only complaint is IPv6 reverse DNS setup is manual via support ticket.

This. Hetzner is the only real option here. I moved from a US provider last year, invoice is clean no surprises. Support answered my ticket about firewall in 4 hours.
