I try to make a server up for email in 2024. Was nightmare, really.
I get cheap dedicated from RackNerd. IP was on every blacklist. Gmail bounce, Outlook bounce, even Yahoo say no. I spend three months warm up IP, still bad reputation.
Then I move to KnownHost. They have clean subnet, never used for mail before. Cost more but deliverability is night and day. SPF, DKIM, DMARC all green now. Took me week to configure proper.
My advice: ask provider about IP history before you buy. Save lot of time.
