Deutsche Telekom Wholesale doesn't do negative v6. I have their 2024 price list. Closest is zero-rated v6 with 10G v4 commit. Maybe you mean 1&1 Versatel? They had a v6 push but it's standard pricing now.
Not DTAG Wholesale. Think smaller, more desperate. The one that bought fiber assets from the former state monopoly in 2019.
Tele Columbus / PYUR. They have v6 ratio problems from the cable migration. That's your "tier-2." Not really tier-2 though, more like tier-2.5. And their BGP is... creative. Good luck with RPKI, they publish ROAs then announce different origins half the time.
Has anyone mentioned Hurricane Electric? They'll peer v6 anywhere, free. Not full transit but if you just need v6 ratio improvement, a HE tunnel or peering session gets you v6 routes without transit cost. Your ratio against your paid upstreams improves because the v6 traffic flows elsewhere.
HE is v6 everywhere but their v4 is congested to some eyeballs. If wendy's goal is ratio for rate card purposes, HE v6 peering absolutely works. But if any of that v6 traffic needs to actually perform to those eyeballs, test first. Marseille to HE Paris is fine. Manchester to HE London, also fine. Your mileage varies.

Update: I contacted two French operators per MarseilleMee's suggestion. One quoted €0.03/Mbps for v6 with full tables, no v4 bundle requirement. The other wanted a 24mo commit for anything under €0.05. First one looks promising but their AS-SET in RIPE hasn't been updated since 2022 — https://bgp.tools shows the same stale objects. Red flag or just neglect?
