"clean IP pool" on budget shared hosting is basically a myth at this point. For what it's worth, here's the actual problem.
KnownHost and peers put thousands of users on one IPv4. If fifty of them send newsletters with purchased lists, that IP hits Spamhaus CSS or Barracuda. Your perfect SPF/DKIM/DMARC setup does not matter. The IP reputation dominates.
Recommended path:
- External SMTP relay (OVHcloud Mail, Hetzner Send, or any transactional provider)
- Keep your domain reputation separate from shared IP lottery
- Cost at low volume: roughly 10 USD/1000 emails, which for personal use is still cheaper than chasing IP reputation
Common misconception: you need to change MX records. You do not. You change your application's SMTP submission target. Your inbound mail stays put.
