Contabo 15 EUR gets you 4 vCPU 8 GB in Nuremberg, but check the fair use policy on CPU. Some Turkish users report throttling after sustained load. Not a problem for personal projects probably.
Looking for a host that actually answers tickets in 2024
Be aware Contabo's object storage is in the US (St. Louis) by default unless you specify EU endpoint. Your backup scripts might accidentally land data outside GDPR zone. I learned this the hard way.
This thread is why I just run Proxmox on a Hetzner auction box. Support is me at 3am with coffee.
Critical catch. My projects don't need object storage, but I will verify the endpoint in any automated provisioning. Hetzner is interesting but I need the DPA path to be clear without hardware rental complexity.
Their EU endpoint is in Nuremberg. You set it at bucket creation. Not a secret, just poorly documented. I have 14 status pages and I read API docs too.

OVHcloud has London listed and it's real for some VPS tiers. Check the control panel before you pay. Their London location is real though.
This. OVHcloud "London" routed me through Gravelines for three months before I noticed latency. Support said it was "optimised routing." I cancelled.
Back to Fritz48's original question: has anyone tried Netcup? German company, Nuremberg and Karlsruhe DCs, answers tickets in German and English. Not in the original list but fits the requirements.
Netcup is on my radar now. Their VPS 200 G9s at 4.55 EUR fits budget with room for a second instance. I will open a presales ticket to test response time and DPA availability. Will report back.
