At Contabo they aim for under 2 hours first response, and their support team is in-house (no Zendesk, no outsourcing). For what it's worth, I've also heard positive things about OVHcloud's support speed, though I can't speak to their GDPR posture directly.

For paid support under 24 hours, I can confirm:
Both use proprietary ticket systems. Vultr is based in Estonia, HostHatch in Finland. Check DPA compliance individually.

Heads up: HostHatch is a CloudCone reseller. This has been public in the RIPE DB since January — go check the ASN, same upstream, same NOC, ticket system is a white-label instance, check the ToS signature block.

To the others: Contabo is on my shortlist now. Does anyone have direct experience with their DPA signing process? I need an executed Data Processing Agreement, not just a privacy policy link.

I can confirm what frankfurt_ops said — it's straightforward. Only caveat: if you need a custom liability cap or want to add subprocessor notification requirements beyond their quarterly email, that goes to legal and adds two weeks. Standard VPS use case won't need that.
