Istanbul VPS with local payment—anyone actually pulled this off?

Need a Turkish IP for a client compliance project. Every provider I've contacted—Contabo, OVHcloud, local shops—rejects foreign cards or wants a Turkish tax number I can't get. The graphs don't lie: my current latency from Frankfurt to their endpoints is 65ms, and the client needs under 20ms.

Tried:

• Wise card → rejected by 4 providers
• Revolut → 3DS fails on every bank redirect
• PayPal → "not available for this region"

Anyone found a reseller or payment proxy that actually works long-term? Not interested in gray-market routing; need clean IP, proper WHOIS. Status page uptime is non-negotiable—this client checks my status page more than I do.

Actually the Tax Identification Problem is well documented in the Turkish E-Commerce Regulation Handbook from 2019, which states that all Hosting providers must verify local TaxNumbers or face penalties from the Revenue administration, so the Payment processor rejection is actually not the ProviderFault but actually the Regulatory framework, or? I found one Reseller who accepted Bitcoin but then the InvoiceSystem broke because the ExchangeRateAPI failed during the Weekend maintenance window, which actually caused my AlertSystem to fire at 03:00...
