HostHatch migration: Madrid to another location

1. Problem statement
Latency from our Madrid node to Brazilian users averaged 147ms. Target was sub-100ms for API responsiveness.

2. Tax and payment investigation
Brazilian ICMS rules required local CNPJ for direct server leasing. Solution: contracted HostHatch (Madrid, Tier III) via their Uruguay billing entity, avoiding immediate CNPJ requirement. PIX payment required three attempts due to CPF validation mismatches on 2025-07-14, 2025-07-21, and 2025-07-28. Final invoice settled via Banco do Brasil transfer with 0.38% IOF.

3. Technical migration
- Kernel: 6.8.0-39-generic to 6.8.0-40-generic
- rsync delta-transfer for 340GB dataset
- BGP session re-announcement took 4 minutes
- Final latency: 87ms → 47ms stable

4. Verification
30-day MTR logs show 0.2% packet loss, well within SLA. Ampere Altra Q80-30 at HostHatch handles 12k RPS versus previous 8.7k.

Recommendation: budget 6-8 weeks for Brazilian tax setup unless using intermediary billing. Verify PIX CPF match exactly.
