Did you ever try tomchan's VM test yourself? Or check if the sale timer shifts when you're on mobile data vs home IP?
I ran something similar on InterServer last year. Turned out to be timezone rounding in their VPS panel, not targeting. Felt just as creepy though.

Did you ever run those three extra exits. Curious if the timer shifted consistently by geo or if it was just jitter.
My own theory is less spy movie and more boring. Payday in most regions clusters around the 1st and 15th. Hetzner probably just targets the densest money-in-account windows per region. Feels personal because it IS personal, just not individually so.
