GPU box PCIe bifurcation works on one board, not identical board

Hi all, sorry for the silly question but im pulling my hair out here. I bought two identical Supermicro boards off ebay for a GPU mining setup (dont worry its just for learning). Both same model, same revision printed on the board. First one: riser works fine, 4 GPUs detected via bifurcation x4x4x4x4. Second one: only first GPU shows up. Same BIOS settings, same riser, same everything I triple checked. Tried clearing CMOS, reflashing BIOS to same version. Still broken. Did I get a dud board or am I missing something obvious?

Have you checked | the actual silkscreen | vs the manual | boards often have | phantom slots | that look identical | electrically dead | cat /proc/iomem | grep -I vga | sort | pipeline dont lie
