Where do you get these numbers?
I do not have them. I estimated from the cooling design. Falkenstein uses chillers in summer, Helsinki uses lake water cooling. The lake water is more efficient. This is not Hetzner data, this is engineering inference.
What Hetzner actually publishes is a single "below 1.2" claim with no location breakdown. The annual report will force them to disclose more. That is probably why they are fighting the reporting requirements in court. RR

Do you have a source for this court case? I cannot find it and I track hosting industry litigation for work. Not doubting you, just want to read the filing.
If true, that would explain why their compliance emails have been so vague. "We are evaluating our obligations" is not a legal strategy, it is stalling.

I do not. I inferred it from the vagueness, which was sloppy of me. They may simply be slow. Correcting my own statement: Hetzner has not publicly announced litigation against the EU efficiency rules as of my knowledge.
What they have done is join a trade association brief arguing for looser heat-reuse definitions. This is documented on the German data center association website. Not the same as a court case. RR
