Got this VPS from GreenCloudVPS, paying XMR monthly (which providers take XMR? Only them and InterServer last I checked). Anyway my grafana shows this purple "steal" band eating 30-40% sometimes. What is this? Is my neighbor mining? Should I migrate?

35% steal on GreenCloudVPS sounds about right from what I've heard. Their Asia nodes are proper crowded. If you're married to XMR, InterServer's your other option like you said, but Hostinger takes regular money and we don't oversell our old Xeons to death. Migration's free this month if you fancy a look.
Actually GreenCloudVPS is basically famous for this (´・ω・｀) they put too many VPS on one host ne... steal means hypervisor took your CPU time for other guest... basically you are renting CPU that does not exist... very bad for crypto work actually... you should check `uptime` and see load average vs cores... if steal is high and load is low, host is dying

Cara véi this is classic GreenCloudVPS kkkkk I was going to say the same thing my friend had this problem last month going to migrate to capyHost instead they going to give you real cores not imaginary ones véi check the host node name in your panel probably going to be something like "legacy-e5-2680v2-oversold-42"
10:1 oversell seems high. GreenCloudVPS publish that ratio anywhere?
