Maybe you just had network congestion... you know... maybe it's not intentional... maybe everyone hits the pipe at the same time... you know... maybe Contabo is innocent... maybe I'm just playing devil's advocate... you know... or maybe they oversold... maybe "unlimited" means "we hope you don't notice"... you know... maybe you noticed... maybe that's the problem... maybe...
RAM is just fast disk, right?

Not congestion. Congestion is bursty, asymmetric, route-dependent. This is clockwork.
Throttling algorithm: likely token bucket, 3-hour refill cycle. Common in budget hosts. No DDoS mitigation needed to identify this—basic traffic shaping, probably tc or equivalent at edge.
Contabo's "unlimited" is 940 Mbps × 3 hrs × 12 cycles = ~1.2 TB actual monthly cap at speed. Rest is 210 Mbps. You paid for unlimited. You got 1.2 TB @ line rate.

Sorry if this is a dumb question!! But how did you measure this? I have Time4VPS "unlimited" too and I want to check if they do the same thing... what tool did you use??
