Marketing "streaming capable" means nginx serves bytes. Not that CPU can transform video. Direct stream works. Transcode does not. Different problem.
Your 5.15 kernel is fine. Jellyfin 10.9 worth trying for other reasons, not this one.

This. I run identical setup on J4125, worse passmark than your C2550. Pre-transcode to 4Mbps 1080p H264 with ffmpeg, direct stream to everything. My docker-compose has HandBrake in cron at 2am. CPU sleeps at 12% during day.
Atom is router hardware. Treat it like router.
ZFS on 4GB RAM Atom? ARC will starve. Use ext4 or xfs, keep it simple.
Valid. I run ZFS on 32GB. For 4GB yes, ext4 or btrfs if you must. Point stands: pre-transcode, direct stream, cheap box stays cold.
I have same C2550 at Contabo Munich. 40°C ambient in summer, box throttles at idle. I moved Jellyfin to Kimsufi KS-1, Atom N2800 even worse, but I only direct stream. Transcoding I do on my home i5-10400 with VAAPI, rsync to Contabo overnight. Lyon electricity cheaper than VPS upgrade.
This. Contabo VPS is OpenVZ or LXC depending on generation. No /dev/dri exists. VDS has KVM but no iGPU in most nodes. You would need dedicated server for VAAPI, and Contabo dedicated starts at €40 with Xeon E3, no iGPU either.
So VAAPI is dead at Contabo entirely. Good to know. Kimsufi, OVH, or home server it is.
What CRF do you use? I was thinking CRF 18 for archive quality, 22 for mobile.
CRF 20 for main, 23 for mobile. Libx264 -preset slow. File size difference between 18 and 20 not worth it for my eyes. Your C2550 will take 8 hours per movie at slow preset. Do one per night.
Following this thread. Same situation with Contabo Atom in Singapore, same throttling. Will try pre-transcode route.
