Lisbon brother, same pain. I use Hetzner storage box for borg, test restore to local machine at home. Fiber fast enough, 100 mbit. Cost 3 EUR for 100 GB, no VPS needed.

Porto here. 40-50 TB on a 5 euro plan is insane value even with the abuse headache. I'm paying OVH 15 EUR for half that traffic on a Kimsufi. Contabo's network quality at that price point surprises me, I assumed they'd throttle hard.

Cloudways is nice but the markup is real. You're paying someone else to manage what you could manage yourself. At 50 sites the math changes though.
