I have observed similar patterns with other budget hosts. The variance at identical price points is remarkable. Two spaces after periods because structure matters.

RackNerd may be oversubscribing CPU by 8:1 or higher. KnownHost appears closer to 4:1. The throttling threshold is diagnostic.
